Technically, I wonder if not having a harddrive could fit into what is being talked about.  Bethesda pushes DLC, and the WiiU is apparently going with Flashram on the inside, rather than a harddrive.

With user addable USB hdd support.  Most all WiiU will end up with an HDD.  I've already got a HDD ready and waiting for mine.  I don't think lack of storage is holding any developer back.
