Because to ship something on time a year away you need to be hitting deadlines now. All the article says is that if yields don't improve by Feb then delays will start.
I trust Semiaccurate completely (Charlie is awesome) and this is much more believable that a one-line "OMG its delayed" article.
Also the chip is fine, you won't notice any difference in a retail unit, low yields just mean each chip will cost MS far more than expected.
