No, Reggie said this in an interview with Geoff Keighley at E3 last year. This also means no upscaling for 720p Wii U games, as well. So on Xbox 360 when you can select 1080p output for all games, Wii U won't be able to do that. There will be many games that you'll never be able to display in Full HD, unfortunately... unless you have a high-end receiver that can do the upscaling for you.
