On the topic about whether or not a handheld video gaming device is a console, the answer is yes, yes it is. The definition someone gave from Webster's dictionary said ": an electronic system that connects to a display (as a television set) and is used primarily to play video games" for the definition of a console. Notice that a vita/3DS both have a display (resembling a television set) built onto it.
