I doubt this is true but it could be possible. We have no idea what it costs to produce the pad so if that 'only' costs 40 dollars to produce than 200 could still make the Wii U turn in a profit with every unit sold. It won't be a lot though.
Personally I was thinking about 299 with a slight chance of it being 249 but 199 is really cheap. It does fit with Nintendo saying the price would be surprising.
