He is low tier in every game he is in. Use him only for entertainment.

He was upper tier (maybe top) in Soul Calibur II and mid tier at worst in SC IV if I remember correctly.

Soul calibur Yoshimitsu is also not crazy awesome. Tekken he has never been useful.
