Based on what Epic has said as recently as May, what he suggests isn't incredibly far off:

Epic also basically said at Comicon (when they debuted Fortnite) that the true graphics enthusiasts are going to be gaming on their PCs next gen.

Microsoft and Sony could still "up" their specs a bit, and we know that Durango and Orbis will be more powerful than WiiU, but in order to fully dwarf the WiiU next gen, you're talking expensive boxes that would generate a lot of heat.  And I think Microsoft and Sony know this.

Microsoft seems more focused on making a multimedia hub for the living room than pushing for cutting-edge power, and Sony is in no position to pull another PS3 situation this time around.

Yeah, there're developers working on games for WiiU that say the system is plenty powerful as well...

Epic actually builds the engines that take advantage of the hardware.  Hearing Remedy say positives things is nice, but is to be expected to get people excited for the game they're working on.  Epic has more invested in hardware specs meeting the requirements to fully show off what UE4 can do, and so far, the Durango and Orbis specs aren't able to hit that pinnacle mark now.

I'm not saying the Durango and Orbis won't have great graphics - I think they will... and better than WiiU - but unless you think they're going to sell $600 loss-inducing boxes with cooling systems in them, I wouldn't expect to see another Wii to PS360 gap this time.  Sony simply can't afford the gamble and Microsoft has no incentive to when the masses will be content with "great" graphics as opposed to "the absolute best possible", to say nothing of the one single undeniable factor of high development costs for companies to fully take advantage of top tier hardware.

Another article that was updated since the video:

"Either way, the inclusion of AMD 7000 series graphics would put the new Xbox on a par with the current rumoured specs of the Sony PS4 which is in turn expected to also contain AMD Southern Islands graphics as well as an AMD x86 CPU.  It would put the two consoles on level footing in terms of performance as they will essentially contain the same hardware, though by the time they actually go on sale they would to be hopelessly out of date compared to modern PCs.  Are we really to believe that the 'next generation' of games consoles would essentially be out of date mini AMD PCs, with just the operating systems and scale of fun-sucking DRM the only levels of differentiation? We can't see that being the case, and a report in April 2012 suggests that Microsoft does indeed have something more exciting up its sleeve."

Again, Microsoft is focusing on more than just having the most powerful specs available.
