Devs still struggle with 1080p and will continues to struggle with it into the next gen because they all want to shove in as many fancy effects as possible and have HDR, AA and next gen tesselation and particles effects will likely be the big thing they'll push.
So even next gen we may not see many 1080p games on consoles as they'll look better with more effects at 720p.
