I'd always thought Evolution would have been well suited to tackle the project of revitalizing the IP. They had the crash physics and a strong backbone with racing games to give it a go. Seriously, a destruction derby in HD would be so awesome. I hope it happens in the future, both of the old games are hovering around the million mark in sales, so it's not like it's completely out of the question, perhaps even just a smaller project along the veins of a PSN release.
You may well be right about Cambridge. Cambridge has been a workhorse for Sony for other projects though, including Killzone 2, Heavenly Sword, Eyetoy and Home, so they may well be an essential asset in terms of being available to assist with the development of other projects.
