Japan = much higher population density.  Let's say the same number of 3DS are sold in both countries, you'd have a much higher probability of street passing in Japan.

I live in a major US city and I get a street pass probably every other day or so.  I wish I could get more consistently because I love puzzle swap.  At the Zelda concert though, I cleaned up and got anywhere from 200 - 300 street passes!

I've gotten 5 total street passes in almost a year...  I need to take my 3DS to downtown Austin and go on the UT campus to see if any youngsters have a 3DS.  I was planning on going to the Wii U event that Nintendo invited me to but I forgot to sign up for it.  I probably could have gotten a lot there considering I think most people would have brought their 3DS to that event if they owned one.
