@bold. In that case players interested in the Vita are players that would want both Vita exclusive experiences, and PS Mobile experiences. Otherwise, those who want mobile experiences and are more interested in the smart phone capabilities than Vita exclusive games will get an Android PS Certified device amiright?

It depends on each person, the One main goal with the Playstation Mobile, was to offset the shrinking market of the dedicated Game console Market due to the fact that today many really use their smartphones more than just for communication devices and it's just lil chunks of time throughtout their day that get used , but added together you have used some of your time useing the smart devices, but how much of that time is used up on any given day will still depend on each person. What Sony is trying to do, and they are not doing a good of a job right now at least is to try to change that usage for gaming on the go with the PSVita. offering quick pick up and play games that are only on Playstation Mobile devices allows atleast an option for the consumer to have more games there if they want them.
