It is zero-effort, they simply offer a code in the box and you can download the Vita version from PSN, though the problem might come if people sell the PS3 versions and just keep the Vita version for free, which might back fire in their face

 

Having said that, Criterion said they were interested in the idea but that might be Criterion talking and distinctly not EA

Well I am not actually sure that it is answered because I think the piracy will be such an issue, in fact, they haven't actually said that you get the free digital copy with a physical PS3 copy, maybe you have to buy the PS3 game from the PSN? (which would probably make it worth my while to buy both games physically)

EDIT: NOT PIRACY! I meant second hand sales
