The difference is that, unlike drugs, the product he's looking to purchase is not illegal in itself, only unavailable to him to legally purchase.


So it would be like if he had a drug prescription but over exceeded his daily / monthly limit so in order to suffice his habit he must turn to the black market.  Nah... That doesn't work....  How about if he was from a country that it was formerly decriminalized but then he moved to a country where it is illegal...  FUCK...  My drug analogies aren't working.  Okay, we will just go with what you provided and state that his situation is fucked up.
