Giving away free Vitas to PS3 buyers would cost Sony tons of money, and there would be no guarantee whatsoever for getting that money back. Sony wouldn't get anything for the Vita HW so they'd have to rely on people buying lots of software instead. Sony would probably have to include a memory card in that bundle as well or they'd piss a bunch of people off.
"Hey, you get this Vita for free with the PS3!"
"Yay! Free stuff!"
"But that Vita is gimped unless you buy this overpriced memory card!"
"#&%!$@!!!"

A bundle where you save $100 wouldn't be as though on the wallet for Sony as giving away the Vita for free, but they'd still lose money and since the bundle would be around 50% more expensive than a standalone PS3 you'd only sell to those already considering getting a Vita. Those buying a PS3 but not having that big of an interest or that much money wouldn't want to pay that much more.

Cutting the price of the Vita would be a better solution.
