Rogue Squadron 3 for GC is the best looking game in the last gen for me, because had not only a great visual also had a great perfomance, the game run at 60 frames per second without drops.
Half-Life 2 in Xbox has frame rate drops.
Xbox have more and fantastic lights and shadows because the GPU can use shaders and dinamic shadows, in GC that was a technique complicated to create.
Believe or not, Dreamcast have a best GPU than PS2.

Rogue Squardron 3 not only had dynamic shadows, it had self shadowing and bloom lighting.

Another things that people don't seem to be aware of is that the Xbox1 ports of Doom3 and Half Life 2 were not only horribly downgraded, some things had to be completely redesigned or taken out to get them to run. Even then they still could barely hold a steady 30 FPS. I remember playing Doom 3 on the Xbox after playing it on PC and I could almost swear that the FPS never got above 25.

Notice that not only is the texture and lighting quality greatly scaled down. The small wires in the back have been removed completely.

Alex had to be completely redesigned for the Xbox version of Half-Life 2

People bragged like they actually got PC games on the Xbox when they didn't. They could have ported Doom3 and Half-Life 2 to anything with downgrades like that.

Its a hard call with the Dreamcast. Overall, I will say the PS2 is stronger but there are some things the Dreamcast could do that the PS2 simply could not, like EMBM and not processing things that were not on the screen.
