Exactly.
People need to understand that with more powerful hardware also comes the temptation by developers to push more intensive graphical performance, which taxes the console considerably. If we were just destined to keep playing 7th gen-level games next generation, then yeah, we could expect 1080p graphics for everything, but of course that won't be the case.
Remember, native 1080p resolution is over 2 million pixels of rendering; native 720p is just under 1 million. Expect many 8th gen games of intensive visual fidelity to run at a native 720p on consoles to keep the framerate running smoothly (the way it should be), while those same games will run at 1080p or even higher on PC.
