Because it has more games and is cheaper? Only reason PS3 is even remotely close is because of Japan and MS wanting to actually make money which is why we only seen a $50 price drop in 3 years! There so many factors that go into who is wining and why. Yeah they had a head start but they didn't have 120 million previous owners of the last gen system and have never taking off the ground in Japan as well strong competition from Nintendo among many many more reason.
Bottom line is MS i making money on the 360 just like Nintendo is making money of the Wii so is up to the PS3 to get to that point. As someone else mentioned already all I really care about is the USA because all my favorite games are made by American publishers/developers and they are the ones thriving in this generation and only getting bigger. They will continue to support the 360 and in the end that is what matters.
