I would expect that Nintendo thinks that the average person can't see (much of) a difference, or doesn't care about the difference, between 720p@30fps and 1080p@60fps ... I think this is (mostly) correct as long as there is decent levels of anti aliasing and anisotropic filtering. After all if you've seen games at 720p@30fps with 16xAA and 16xAF you'll realize that they look crystal clear and run very smoothly.
