A vast majority of PS2 owners belong to the so called "casual" category, which is known, amongst other things, for its lack of brand loyalty.
Even if it wasn't so, the PS3 was virtually designed to repel PS2 owners. There are much more logical current gen devices for those tens of millions of people to migrate to.
