I would say it goes Xbox > GC > PS2, but the PS2 had so much talent behind it that it ended up producing games that weren't far off the best Xbox and GC games.
Metal Gear Solid 3 was the best looking PS2 game in my opinion. I can't really comment on Xbox and GC games because I didn't play enough of them.
