If more than 20,000 people suddenly download the same thing at once in a single country like Japan, it might.

Japan has some of the best internet infrastructure in the world...I can see a game like diablo 3 or wow having initial server problems on day one since you are talking millions trying to log in or Microsoft or Apple when they have major products, 20k for a 350mb download is nothing really.
