I don't see why they would either. Get the games out there, bundle them, see how many people bite. Try and establish the console that way. When it comes to next year, see if production costs have dropped and lob some price off where applicable. Again, just because the 3DS slashed its price within 6 months doesn't mean Vita has to.

Like Troll_Whisperer said, the bundles are effectively price cuts in all honesty. You're paying the same price for Vita + A game as you would be for a Vita on its own. So just find a bundle with a game you were going to buy anyway and you've saved money.
