Nintendo of America dates Paper Mario, Luigi's Mansion delayed to 2013, and lots of other retail and eShop titles

I'm pretty sure Gamescom also effects North America too, so it's likely for America too. Bumper. 

I wouldn't worry too much about it though. From the demo shown at E3, it wasn't ready. Delays are not a bad thing as long as the game becomes a better product in the end, so hopefully that can fix whatever they can.
