Someone explains this to me : FFXIII outsells Mass Effect 2 by 1'632'195 in the west

It seems FF13-3 could be on the horizon. Does anyone think that game is justified considering the sales of FF13-2 with respect to FF13, and the sales of FF13-2 with respect to Mass Effect 2.

There is a possibiltiy FF13-3 (if it is in development) will sell more copies than Mass Effect 3!
