To play devil's advocate, COD and AC did nothing for PSP, and AC: L is launching on the exact same day as AC3 meaning all the attention will be on that.

Yup. Even Nintendo I think is going to have this problem a little bit, I don't think NSMB2 is going to sell what it may normally would have because NSMB U is going to cannibalize some of its sales. Only the most hardcore Mario fans will get both, most people will end up choosing one or the other I think.
For CoD/AC these types of audiences, it's not even going to be a contest. Playing on a 50-inch screen with their friends, better graphics, non-spinoff ... easy choice.

The vast majority of people don't have 50 inch screens and you can play with friends on the Vita the same way since most don't play locally.

I'm talking about the community of CoD players on XBLA/PSN for the "real" CoD. Most of those people aren't going to be there for the handheld version, which isn't even the same game. It's a spin-off outsourced to a totally different studio.
And realistically, if you're the CEO of Activision how much money/effort are you seriously willing to spend on a game for a system with a userbase this low? It ain't getting anywhere near the budget and probably doesn't have anywhere near the same level of talent the "real" version on the PS3/360 (Wii U?) do.
I'd be surprised if AC or CoD on Vita are anywhere near as good as the console counterparts.
