What I'm trying to say is that no necessesarily Vita needs exclusive franchises, the Asscreed game is a new one different from AC3, and CoD Vita I think it will be different too from the console version. I don't think they dropped the 3DS game because of poor sales, I think that's just consumer speculation and a little ignorance on how the gaming industry works. Ubisoft probably dropped attempts at a 3DS game because of hardware limitations since AC3:Liberation is turning out to be a massive title utilizing the engine from AC3, it could simply be because the 3DS wasn't playing well with that engine and Ubisoft wanted that and didn't want to make something else. The Vita is also really easy to develop for, I'm not sure about 3DS though, but from everything I hear from developers development time is extremely short on Vita.
Maybe 3DS will get an Assassins Creed eventually, I think Vita just provided what Ubisoft was looking for at the time.
