So they're going to continue to make core HD titles with relatively small potential audiences?

Not gonna make any predictions on THQ's fate, but for a company in their situation, taking huge risks on titles which might not perform is a disaster waiting to happen. What happens if Darksiders II flops? Or Homefront 2, especially given that the first game wasn't exactly a huge hit? This is exactly how THQ got into trouble in the first place. Now obviously a game can flop on any system, but isn't a lot better to have a flop game with a $10 million budget than a $50 million one? THQ needs cash in the bank badly, and this is a really dangerous way to achieve that goal.

I know just as little of their budgets, but I think the point that Rubin was trying to make is that; they wanna make the best possible game sthey can With the small budgets they have.

Exactly. Also, THQ, and Rubin confirms it, were spreading their efforts thin. Though Montana is right in that it reduced risk, at the same time it never delivered the leverage (the punch so to speak) to really rake in profit like say Uncharted would.

He's going to use these studios but have them focus their creative energies on one specific title and make it very good, rather than many mediocre titles.

Here, take volition. Their games may be acceptable, but they aren't hefty sellers:

2013 Saints Row 4 ? ? ? ? ? ? ? ?

Here, saints row is the exception:

But then you have red faction:

8 Red Faction: Armageddon PC 2011 Shooter THQ 0.03 0.01 0.00 0.01 0.05

And now a new one called Insane. Keep Saints Row (it sells well as is) add maybe a bit of quality to leverage sales a little more, and then make a new unique IP that is not a war game necessarily and deliver something way above red faction, less often.
