Use this as a failsafe:
I have never, ever, ever seen ISP's use BYTES. Ever. All of them list speeds in Bits in order to appear faster than they actually are. Bits are approximately 1/8th the size of a Byte.
Clarifying again for everyone:
Mb = Megabit (What every Internet Service Providor uses)
MB = Megabyte (What all file sizes are calculated in)
1MB = 8Mb. A "bit" is approximately 1/8th the size of a "byte."
