Not even a question. 3DS will easily exceed 18 mil this year, probably 20 mil. PS3 has never hit 15 mil in a year, and I doubt that's about to change.
But it seems kind of unfair to compare a home console to the sales monstrosity that is a Nintendo handheld console. PS3 will take the home console crown this year, and it will experience decent sales across 10 years while 3DS will have amazing sales for 5-7. They may wind up very close in the long run, not unlike the PS2-DS gap.
