The story memo icon means that your next destination isn't in the current map. In this case, it means you have to go into Tephra Cave, but you're still in Colony 9. When you enter Tephra Cave, it will be replaced by an arrow again.
You can turn off both that icon and the destination arrow in the options menu, but sadly not one or the other.
