Well, I don't know all of the details of how engine licenses work, but I find it hard to believe that there would be no extra costs for getting support on more than one platform. A quick look reveals that one of the two main license methods involves royalties - for royalty-based licenses, having it available on more platforms is better, so they'd want UE3 because it's available for more platforms.
