Yeah, they need to. The iPad alone is outselling the 3DS some 10:1, and even taking into account differences in game pricing and usage it's easy to see how the iOS is a tempting platform to developers, specially small, casual-focused ones. If Nintendo doesn't manage to make the 3DS better in some aspects it is going to... well, not be a failure in terms of profit and sales, but easily eclipsed like the Gamecube was.
The Vita is going the same way, but at least is probably going to inherit all the median, core developers who create good and fresh, although not spetacular gaming, and are now developing for the PSP and developed for the PS2 on it's later years before that.
