PS3 will probably start by having some limited streaming capability.
PS4 and Vita will likely have a much broader range of streaming options. Probably a tiered subscription model linked to your PSN account; pay a high annual fee for full access to the full library, a mid-level that lets you stream a few games free but pay after a certain amount and the free option where you purchase individual games separately.
I think PS1-3 & PSP/Vita games will be available for streaming on PS4 & Vita with true PS4 games only available in terms of demos for full blown titles. Full PS4 games may be added later but with the option to either stream or download.
They'll likely also create a Playstation app for Phones, Tablets, Blu-Ray players, laptops, set-top boxes etc.
