Yes, those are 29.99, What I'm saying is that these will probably be 19.99 or cheaper.

With rumours of a cheaper PS3 model and a more casual focus this holiday season (PSASBR and LBP Karting instead of your usual core games) I think Sony is going after the expanded audience in the PS3's last big year before the PS4's release, and they need a cheap offering for that market.
