Releasing MH4 on the PSV isn't as simple as just "moving" it onto the platform. If it doesn't sell well on the PSV, then it actually means money LOST because it isn't the cheapest thing in the world to make multiplatform games. It's possible but they're playing it safe because it doesn't all spell out profit for them.
There's also a possibility that Nintendo paid to make it a 3DS exclusive but we don't know anything for sure yet. I'm merely making assumptions right now (not all assumptions are bad as they are necessary sometimes).
