There is no upper limit for how expansive a console could be. Imo an handled console could potentally cost more than this.
Any price should be adequate to the offer, and the offer is not made of hardware (the hardware itself is a useless piece of silicon for the final user), the offer is made of services, and in this case the services are games and multimedia. Since the multimedia (for the reasons I said before), it's not really much usefull to most potential users, the PSV can only compete on gaming. In this case, 250$ is too expansive simply because its direct competitor is 100$ cheaper (and that's not including the memory card issue) and at the same time the gaming libary is not compelling enough (as opposed to the copetitor's) to justify the higher price.
