And no, I don't think Nintendo is full of stupid people, quite the opposite. For them, this is a pretty smart decision: this way, they can still make money from a peripheral. Also, The less features they add to the new hardware, more features they can implement in the next iteration. It's just perfect!
Now, from a consumer point of view, this is indefensible. If you don't have a 3DS, you should be able to buy a complete system directly. If you have one and want to update, you should be able to select between the peripheral or the new, more complete system.
Nintendo is harming consumers to maximize profits, and the not inclusion of the AC adapter in Europe and Japan is the perfect example of it. 'Pay the same for less'. You just don't want to see it...
