I can understand the criminality numbers, but not the ones about education. 

Yes, they do.

I am not so sure on Texas' stats - I will search for them - but I know in California we rank dead last in education when we used to rank top 3 (maybe even number one for a while). Here's a source from 2005: http://www.rand.org/news/press/2005/01/03.html
