Cross Edge was not a licensing nightmare. The biggest characters to be included were Dark Stalkers and Shadow Hearts characters. Both series of little notireity now. That was also NISA publishing a Compile Heart game which they already have a very good established relationship. TnC is a bit different as it's a fighting game, but that's one for you (although can't really compare the cost of Tatsunoko to Namco or Sega). And I mentioned the SRW games that came over. They're the OG series, which do not have licensed characters like the main series (although, KOS-MOS was in one of them).
You're way off on Senran Kagura. I could point to a dozen localized games that are 'worse' than it. It's super easy honestly.
Ciel no Surge is developed by Gust in the Ar Tonelico universe, which already has a ton of visual novel/dating sim elements. It's not out of the realm of possibility.

It doesn't matter if a character is big or not... it's just three videogame companies rights. Definitely not a nightmare.
It's like saying Releasing Marvel vs Capcom in japan is a nightmare. It's not. It's 2 companies characters and that's it. I really think you're getting into this licensing thing too much. Kingdom Hearts comes to mind too. 3 signatures is all that it needs.
And games worse than Senran Kagura for the DS/3DS in the west? Hmm, now I'm curious, I don't really know any.

I wasn't speaking on DS/3DS for the west (although there were some DS games on my list that just popped into my head.
And I'll let you know that thousands of show have licensed tissues. Even Sengoku Basara has licensed tissues, mouse pads, stickers, figures, etc. It's not a Senran Kagura, but pretty much all anime-inspired material. Just taken a bit and look at AmiAmi or Hobby Search.
