no, technology does. it has nothing to do with regulations. do you really think, if we had the rules and regulations we do today bad thing wouldnt happen back in 1800. No, they would either completely ignore them or industry would have been completely halted. every advancement would screech to a complete stop.
what what would happen if applied our regulations to places like indonesia or somalia?
