First of all, Gen IV outsold Gen III, as you can see there. Second of all, Black and White haven't been out that long, so it's not an apples-and-apples comparison. Third of all, that information is outdated by a whole year.

By the end of 2007, a year and a quarter after the release of Diamond and Pearl, it had sold 13 million. Black and White, at the end of 2011 (a year and a quarter after release), had sold 13.6 million copies. So in fact, Black and White is ahead of Diamond and Pearl.

So in fact, Pokemon is getting stronger with each generation, since Gen III.
