I would buy them in a heartbeat, probably even if they were clones.
Not sure if they would do it though, for online reasons alone. They want the game to be accessable to everyone, but the community would be divided between those who have the DL content and those that just don't want to buy it. If you didn't buy it you couldn't play any game that are using one of those characters or stages.
If they gave them for free, and they automatically DLed when you popped in the game though, that would be a different story.
