An investor... or the company who makes the console. If Sony ends this generation selling 4 million more consoles than MS, do you think they'll be happier with how things panned out, even though Microsoft will be over $2 Billion in the black, and Sony would still likely be in the red?
You can either use the ACTUAL definition of success (which clearly, the more profitable company is more successful), or we can use a reasonable alternative to success - which company is most happy with what it accomplished. No reasonable metric could possibly indicate that the 360 is not a bigger success than the PS3. Using number of home consoles as THE factor gauging success is like using Teraflops to determine which system had THE best graphics, without taking into account actual images.
