I don't think anyone has ever debated the point that when a system gets games it will sell better. It seems that perhaps you and Vic simply have different ideas of what a system seller is. For you it's something that provides a small but noticeable boost. For him it seems he is talking more along the lines of a game that gives a pretty big boost and then continues to maintain sales for coming weeks (Like Monster hunter or Mario were on 3DS)
However do keep in mind that this is, as far as we know, possibly the biggest Vita release of the year in Japan. Others that could possibly be bigger we know so far being Hatsune Miku and Soul Sacrifice if it makes it this year which is looking unlikely. Although there could be something announced at TGS but it would need to release in 3months.
P4 has managed to boost the Vita to levels that the 3DS was managing pre-price cut. When it was doing terribly. In fact taking a look the 3DS did 32k the week before the price cut was announced. P4 is a small/moderate system seller however it hasn't magically transformed the Vita into a market success. The Vita is still in very bad shape in Japan at the moment. If it manages 35k every single week for the rest of the year then it can probably avoid needing a price cut.
As is this is a great start for P4 and a good single week for the Vita in what has otherwise been a catastrophic year.
EDIT: Should add VicViper that I don't think it is a contradiction from VGKing. 18 more units a week could simply be statistical noise. Whereas 20k is clearly not.
SECOND EDIT: Should add as well that the White Vita obviously isn't a game but could also be listed as a big release. As it should provide a nice boost.
