Even so the highest first week for a Persona game is 200k (both Persona 1 and Persona 4 reached that mark) and the lifetime record is just above 400k (Persona 1). The franchise has only sold 1.65 million in Japan (without Persona 4 Golden).
Tales of Vesperia was released on the 360 so of course it held back the sales and the same goes for Tales of Graces. They then got ported on the PS3 where they both sold as much as Persona 4 even though they were late ports. Tales of Xillia is not an exception. It's simply Namco finally not making a bad decision.
I would go as far as saying that the Tales of series is twice bigger than the Persona series in terms of revenue.
