Yeah indeed, if the average spending in UK was not abnormal high compared to other European countries, UK would be even ranked lower.

I don't understand this point - it's the higher spending that puts the UK higher on the list, so of course if the spending was lower then it would be lower on the chart

Wich is weird, considering all european countries hover around 30-40 bucks per capita
