In essence, yes. Dunban will warn you at the point of no return (but it's just after defeating a huge dragon if it helps). At this point, save. You can now finish any unwanted quests. If you choose to actually finish the game by going forwards, then the game will merely end, show the credits, give you the chance to save your completed game and then you'll start a NG+. So, after defeating the final boss, the only way to finish uncompleted quests is to go back to the previous save at the point of no return.
