I suspect that, for some reason, the European sales number has gotten screwed up. The NA number is 0.54 million, which sounds about right if Europe and "rest of world" sold a similar amount.
Indeed, if you look at the European summary page for it, there's no data at all for sales before 2011. This would strongly explain the strange number.
But most importantly, Ubisoft's own numbers from year ending March 2009 says that the Red Steel franchise has sold over 1 million. Note that didn't release until March 2010, and so, despite Red Steel 2 being listed under the franchise, it isn't included in the sales total. From memory, I seem to recall Red Steel sitting somewhere around 1.1-1.2 million, before the data was lost.
