I do agree the conspiracy theories are stupid... but the removal of the adjustment was definitely an error.
Based on the shipped numbers, GoW III had around 200k on shelves after the adjustment. Now after the adjustment was removed, it has about 800k on shelves, which is not very likely for a 2 year old game, I suppose.
To clarify, VGC adjusted Up based on shipped numbers, but the adjustment was removed due to a site error. Thats the only logical explaination I guess. It would help if a staff member would confirm whats going on.
