How is Nintendo doing this, exactly? I've been trying to keep up with Wii U information as much as possible, but I'm not privy to all their Network details.

They have a built in place for people to leave Twitter like messages and also pictures they draw. You can then also get involved with cam chatting with new people. I am giving what I saw in Iwata's pre-E3 presentation here, with gramps, ZombiU and Non-Specific Action Figure.
